The Demographic Information Addendum (DIA) is provided to enable financial institutions to collect the disaggregated demographic information required for the Home Mortgage Disclosure Act (“HMDA”) reporting requirements outlined in 12 CFR § 1003.4. Docutech’s copy of the DIA appears as part of the 1003 Uniform Residential Loan Application (our Cx20667), and as a separate document (our Cx20787). Currently our Cx20787 prints as separate document when clients set “Print 1003 Demographic Information Addendum” (field 108997) to “Yes”, and in all cases the DIA will print as part of the 1003 Uniform Residential Loan Application.
We have created new eSign behavior options for the Demographic Information Addendum using field 187563 “Demographic Information Addendum (DIA) eSign Behavior”, which will allow for the document to be “esignable”, but only under certain conditions:
- If the section of the DIA labeled “The Demographic Information was provided through:” is NOT set to “Face-to-Face Interview” (fields 108981 – 108984 are not set to ‘Yes’)
AND - The section of the DIA labeled “The Demographic Information was provided through:” IS set to “Telephone Interview” (fields 108985 – 108988 are set to ‘Yes’) OR “Fax or Mail” (fields 108989 – 108992 are set to ‘Yes’) OR “Email or Internet” (fields 108993 – 108996 are set to ‘Yes’). [Note that clients could instead be using the “Borrower [x] Application Taken By” series of fields, and those would work too as long as they are not set to ‘1’ (Face To Face Interview).]
If this logic is true, then the DIA is allowed to be eSigned as follows:
- If field 187563 “Demographic Information Addendum (DIA) eSign Behavior” is set to ‘1’ (eSign All Sections) then the Borrower will be prompted to eSign all information on the form.
- If 187563 is set to ‘2’ (eSign Empty Sections) the Borrower will be prompted to eSign the information only in those sections (Ethnicity, Sex, Race) where there are currently no field values populated.
- If 187563 is set to ‘3’ (Fields) then only fields will be used to populate the DIA, and eSign will not function.
