Cx3971 is provided pursuant to 24 CFR 203.12(b)(2) and the SFH Handbook 4000.1 II.A.5.d.ix(A)(2)(b) which requires a Builder’s Certification of Plans (HUD 92541) to be submitted in the case file for construction loans. HUD has published an updated form that updates several of the internal legal references. As an example, on page 1, question 1(A)(3)(iii) updated the citation of 24 CFR 200.926d(e)(4) to FHA Handbook 4000.1 Special Flood Hazard Areas, Sections II.A.1.b.iv(A)(1)(b) or II.B.2.b.iii(A)(4)(b). Other minor adjustments were slight formatting changes.
