Document Updates: Testing Available for USDA Form RD 3555-21 Request for Single Family Housing Loan Guarantee (Cx18893)

On June 26, 2025, the USDA published a bulletin giving advance notice of upcoming chapter revisions to Technical Handbook 1-3555. The bulletin also references revisions to Form RD-3555-21 “Request for Single Family Housing Loan Guarantee.”

The Advance Copy of RD Form 3555-21 (found at https://www.rd.usda.gov/resources/usda-linc-training-resource-library/loan-origination) shows the following items have been removed:

• All table boxes that reference, “The applicant □ has □ does not have a relationship with any current Rural Development employee.”
• The table box that references the “GSA/SAM Exclusion” which is only applicable to non-GUS submissions.
• Questions 1-5 and their corresponding answer blanks.
• The Paperwork Reduction Act disclosure statement.

Consequently, a test version of Cx18893 “Request for SFH Loan Guarantee - Form RD 3555-21” has been updated to match the Advance Copy of RD Form 3555-21.

Because the USDA bulletin states, “These changes are expected to be implemented on August 5, 2025,” but that implementation date has yet to be confirmed, the changes to Cx18893 will be available for testing on Stage & Stage 2 servers on July 28, 2025. Once the USDA has confirmed the actual implementation date, a follow-up announcement will be published on this Compliance Blog indicating the date when these changes will take effect on Production servers.
