Document Updates: VA Report and Certification of Loan Disbursement COE Logic Update (Cx52)

We are updating the checkbox logic in Section 36e, “Certificate of Eligibility Conditions (COE),” of Cx52 “26-1820 Report and Certification of Loan Disbursement.”

Section 36(e) contains three certifications relating to conditions shown on the veteran’s Certificate of Eligibility:

• Continued active-duty service;
• Continued Reserve/National Guard service; and
• Eligibility as an unremarried surviving spouse.

The logic will be updated to use the following borrower-specific fields to select the corresponding certification checkbox:

• Veteran [X] Is Still Active Duty Since COE Issued (FI 174657, 174658, 194067, 194068)
• Veteran [X] Still Subject to Continued Reserve/National Guard Services Since COE Issued (FI 174653, 174654, 194069, 194070)
• Veteran [X] Unmarried Surviving Spouse Status Remains the Same Since COE Issued (FI 174655, 174656, 194071, 194072)

The new fields will be used when at least one of the three fields is set to “Yes” for the applicable borrower. When none of the new fields are set to “Yes,” the document will continue to use the existing military-service and surviving-spouse fields to determine which certification checkbox should be selected.

This update will improve borrower-specific support for the COE certifications, particularly on loans involving multiple veterans or borrowers. Each copy of the form will reflect the applicable COE condition for the veteran identified on that copy.
