Docutech’s fulfillment center has traditionally been open for processing and mailing packages every day except Sundays and Docutech holidays, or legally designated/observed holidays if the Docutech holiday falls on a Saturday or Sunday. The list of Docutech holidays is as follows:

- Christmas Day
To accommodate accelerated closing timelines, Docutech is modifying its fulfillment center operation days to more closely follow the “more precise business day rule” under Regulation Z. The “more precise business day rule” defines business days as “all calendar days except Sundays and the legal public holidays specified in 5 U.S.C. 6103(a), such as New Year’s Day, the Birthday of Martin Luther King, Jr., Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.” 12 CFR 1026.2(a)(6). On June 17, 2021, President Joe Biden signed Senate Bill S.475 which added Juneteenth National Independence Day, June 19, to the list of legal public holidays specified in 5 U.S.C. 6103(a).
Supplement I to Part 1026 further clarifies treatment of observed holidays:
“Four Federal legal holidays are identified in 5 U.S.C. 6103(a) by a specific date: New Year’s Day, January 1; Independence Day, July 4; Veterans Day, November 11; and Christmas Day, December 25. When one of these holidays (July 4, for example) falls on a Saturday, Federal offices and other entities might observe the holiday on the preceding Friday (July 3). In cases where the more precise rule applies, the observed holiday (in the example, July 3) is a business day.”
This example would also apply to Juneteenth National Independence Day, June 19, as it is identified by a specific date.
In previous years, if the Docutech holiday fell on a Saturday or Sunday, the fulfillment center would close on the observed holiday. In the example above, the Docutech fulfillment center would have closed on Friday (July 3), the observed holiday, because the post office was closed, and packages would not be delivered on the observed holiday. However, the Regulation Z timelines for delivery of certain disclosures and closing do not account for dates when the post office is closed such as observed federal holidays. Therefore, to more closely follow Regulation Z and allow for accelerated closing dates, the Docutech fulfillment center will no longer be closed on legally observed holidays, it will only be closed on the actual dates associated with the Docutech holidays. In the example cited, Docutech’s fulfillment center would now be open to process packages on the Friday (July 3) observed holiday. This will allow packages to be processed and the business day countdown for closing to begin one day earlier. The fulfillment center will only be closed on the actual date of holidays that are designated on a specific day. This means packages will be printed and scanned and dropped into the mail on those dates even though the mail will not be processed by the post office.
The most current considerations will be December 26, 2022, and January 2, 2023. Although these days will be legally observed holidays by the government and the post office, the Docutech fulfillment center will be open to process packages because these days will be counted as “business days” under the “more precise business days” defined by Regulation Z.

Please note that the Docutech fulfillment center will remain open and will process packages on the federal holidays that are not noted as Docutech holidays. This change will not alter the logic utilized to determine when packages will be sent for fulfillment.
