Document Updates: “Non-Permanent Resident Alien” Selection on 1003 Uniform Residential Loan Application 1/2021 (Cx20667 and Cx20668)
Nov 21, 2024
The Section 184 Indian Housing Loan Guarantee Program and Section 184A Native Hawaiian Housing Loan Guarantee Program documents are available through ConformX. An FHA loan program should be used for Section 184/184A loans to ensure the proper documents print, including a 4% late charge. Several changes have been made in ConformX to streamline use of these programs.
New Global Mappings for “Is Section 184” (FI 32411)
A new global standard value field mapping has been added to set field 32411 Is Section 184 to “Yes” if FHA Section of The Act Under Which the Loan is Covered (FI 746) includes the text “184”.
A new global standard value field mapping has been added to set Is Section 184 to “No” if Is Section 184 is not already set, and FHA Section of The Act Under Which the Loan is Covered does not include the text “184”.
These mappings will allow clients to keep to using other logic to set the Is Section 184 field, while ensuring regular FHA documents continue to print for loans that are not Section 184.
New Global Mappings for “State Guaranteed Program Text” (FI 91789)
“Other. For federally-insured or guaranteed loans other than those described in paragraphs (a)(11)(ii) and (iii) of this section, and for loans insured or guaranteed by a State agency, the creditor shall disclose the loan type as “Other,” and provide a brief description of the loan type.” [12 CFR § 1026.37(a)(11)(iv)]
A new global standard value field mapping has been added to set State Guaranteed Program Text to “HUD Section 184” if State Guaranteed Program Text is not already set, Is Section 184 is “Yes”, and the property state is not Hawaii.
A new global standard value field mapping has been added to set State Guaranteed Program Text to “HUD Section 184A” if State Guaranteed Program Text is not already set, Is Section 184 is “Yes”, and the property state is Hawaii.
Setting the State Guaranteed Program Text for Section 184/184A loans means that the text “HUD Section 184” or “HUD Section 184A” will print instead of checking the “FHA” box for:

Replaced Certain FHA Documents with FNMA/FHLMC Uniform Instruments for Hawaii Section 184A
For most states the FHA note, security instrument, and PUD/Condo riders are utilized for Section 184 loans in ConformX, but for Hawaii Section 184A loans the FNMA/FHLMC versions of these documents are used instead, per the HUD Honolulu Field Office.
Field 32411 Is Section 184 must now be set to “No” for the following FHA documents to print for Hawaii. These documents will continue to print for Section 184 loans for states other than Hawaii:
The following FNMA/FHLMC forms will now also print for Hawaii Section 184A. A set of print conditions has been added with Is Section 184 set to “Yes” for Hawaii:
Section 184/184A Riders and Addendum to URLA
The four most popular Section 184/184A documents will now print for all clients by default, and will no longer need to be assigned to clients upon request. The following documents will now print by default when Is Section 184 is set to “Yes”:
Additional Section 184/184A Documents Assigned to Clients Upon Request
These Section 184/Section 184A documents will continue to be available upon request:
No change to Cx40 Important Notice to Homebuyers
Important Notice to Homebuyers (HUD 92900-B) will continue to print in Cx40 when Is Section 184 is not set to “Yes”.
Section 184 Homebuyer Notice Form (HUD-50124) will continue to print in Cx40 when Is Section 184 is set to “Yes” and the property state is not Hawaii.
