Document Updates: New Jersey Authorization of Document Delivery Services (Cx1030)

N.J. Admin. Code § 3:1-16.2(a)(7)(i) states:

7. Third party fees: Limited to the following fees paid or actually incurred by a lender on behalf of a borrower:

i. Overnight delivery, messenger, fax, and other special delivery fees, provided that the type of service is authorized by the borrower in advance in writing or the specific service is authorized by the borrower in writing;

Previously, Cx1030 only mentioned overnight delivery services. To more closely align with the language in N.J. Admin. Code § 3:1-16.2(a)(7)(i), we have revised Cx1030 by updating the following:

• The document name/title “NJ Authorization of Overnight Delivery Services” has been renamed “NJ Authorization of Document Delivery Services.”
• FI 194371 “Document Special Delivery Services Type” has been created with options for: 1) Overnight Delivery Services; 2) Messenger Services; 3) Fax Services; and 4) Other Delivery Services. When one of these options is selected, filled/unfilled checkboxes for all of the services will populate.
• FI 194372 "Other Special Delivery Services Description" has been created so text can print after the checkbox for “Other Delivery Services”.
• If FI 194371 “Document Special Delivery Services Type” does not have an option selected, instead of checkboxes, the following text will print:

“In connection with processing or closing your loan in a timely manner, the lender/broker may employ special delivery services, including but not limited to, overnight delivery, messenger, fax, and/or other special delivery services. I/We agree to pay any fees actually incurred by the lender/broker on behalf of borrower(s) as a result of the use of any special delivery services.”

• If a value appears in FI 6718 “Overnight Document Delivery Services Fee”, the following text will print:

“I/We accept the charge in the amount of $________.”

These changes are available for testing on Stage & Stage 2 servers and will take effect on June 30, 2026. If you have any questions or concerns about these changes, please contact Client Support at 1.800.497.3584.
